The Nigerian Electricity Regulatory Commission, NERC, has directed operators of private transmission substations connected to the national grid to obtain an Independent Electricity Transmission Network Operator (IETNO) permit within 45 days.
The directive was issued through a public notice titled โRegistration and Authorisation of Grid-Connected Private Transmission Substations,โ as part of the commissionโs efforts to strengthen regulation within Nigeriaโs electricity sector.
According to NERC, the order took effect on March 9 and requires all existing private transmission substation owners (PTSOs) to apply for the required permit within the stipulated timeframe.
Policy introduced to improve grid safety and reliability
NERC said the directive establishes a new regulatory framework that mandates private transmission substation operators serving bulk electricity consumers to obtain official authorisation before operating or connecting to the national grid.
The commission explained that the policy was introduced to enhance operational oversight, improve safety standards and ensure better monitoring of electricity transmission infrastructure across the country.
It also noted that the measure was necessary following several transmission line trips reported by the Nigerian Independent System Operator (NISO), which raised concerns about grid reliability and operational visibility.
As part of the implementation process, NERC directed NISO to compile and submit a comprehensive list of all existing private transmission substation operators.
The system operator is also required to notify the operators about the new regulatory requirements within five days of the order.
NERC further clarified that new private substation operators must secure the IETNO permit before connecting to the national grid. Failure to comply with the directive will attract regulatory sanctions from the commission.
