Petrobras and Mozambique’s national oil company, Empresa Nacional de Hidrocarbonetos (ENH), have signed a memorandum of understanding to explore opportunities for cooperation across the oil and gas industry.
The two state-linked energy companies signed the MoU to establish a framework for collaboration in areas including oil and gas studies, project evaluation, field development and commercialisation.
The agreement is also designed to facilitate the exchange of technical knowledge and expertise between Petrobras and ENH as both companies assess potential areas of cooperation.
Petrobras Exploration and Production Director Sylvia Anjos and Exploration Executive Manager Jonilton Pessoa signed the agreement for the Brazilian company.
ENH was represented by its Board Chairman, Rudêncio Morais, and Director Alegria Cossa.
ENH covers Mozambique’s oil and gas value chain
ENH is the commercial arm of the Mozambican government for the country’s hydrocarbons industry. Its responsibilities span oil and gas exploration, production, processing, marketing and distribution.
The company has a role in developing Mozambique’s petroleum resources and participating in activities across the broader hydrocarbons value chain.
The new agreement with Petrobras could therefore provide a platform for the two companies to assess potential technical and commercial opportunities in Mozambique’s oil and gas sector.
Despite the agreement, Petrobras and ENH have not disclosed any specific exploration blocks, development projects or investment commitments linked to the MoU.
The companies have instead described the agreement as a broad cooperation framework under which potential opportunities can be studied and evaluated.
This means the signing does not, by itself, confirm a new Petrobras investment in a particular Mozambican oil or gas project.
The agreement will remain valid for two years from the date of signing. Petrobras and ENH can extend the arrangement if both parties agree.
The partnership could allow the companies to exchange expertise and evaluate opportunities before deciding whether to pursue specific projects or commercial activities.
For Petrobras, the agreement provides another avenue to engage with Mozambique’s hydrocarbons sector, while ENH gains access to the Brazilian company’s technical and operational experience in oil and gas exploration and production.
