Nigeria Upstream Regulator sets January Lagos Pre Bid Conference for 2025 Licensing Round

As part of getting ready for Nigeria’s 2025 oil and gas licensing round, which is being closely watched by both local and international energy companies, the country’s upstream oil regulator, NUPRC, has announced plans to hold a key pre-bid conference in Lagos.

The Nigerian Upstream Petroleum Regulatory Commission, NUPRC, said that the Grand Ballroom of Eko Hotels and Suites will host the conference on Wednesday, January 14, 2026, at 9 a.m. Before the competitive bidding phase, the event is expected to bring together government officials, investors, operators, and advisers.

The NUPRC said in a statement on Thursday that the meeting follows notices that were published in both local and foreign newspapers, as required by the Petroleum Industry Act. The law changed the way Nigeria’s oil and gas industry is run, putting a lot of focus on openness and competitive bidding.

What investors should expect

The NUPRC said that the Lagos conference will focus on practical details that will help people through the licensing process. These are the schedule for carrying out the project, the requirements for preparing bid packages, the requirements for being eligible to bid, and the criteria for choosing the best bids and winners.

Officials say the pre-bid stage is meant to make things clearer and less uncertain for investors, especially since Nigeria is trying to bring back upstream investment after years of low output and lack of investment.
